OEAP published new guidance, 7.1j Visiting Cities on 20 February 2025.
This guidance is aimed at groups visiting new cities or exploring areas of cities that they are unfamiliar with. It applies to UK and overseas visits and covers risk assessment, group management, communication and security awareness. It is also relevant for visits to large public venues such as markets, stadiums, events and festivals or large transport hubs.

OEAP National Guidance 7.1j Visiting Cities outlines considerations for schools and other establishments visiting cities in the UK or overseas. This guidance was published on 20 February 2025.

This guidance is aimed at groups visiting new cities or exploring areas of cities that they are unfamiliar with. It applies to UK and overseas visits and covers risk assessment, group management, communication and security awareness. It is also relevant for visits to large public venues such as markets, stadiums, events and festivals or large transport hubs.
The guidance provides a detailed list of considerations to help inform your risk assessment, group management and itinerary. You should ensure that all staff and volunteers accompanying the group, and the children themselves (as appropriate) are aware of the risks and how these will be managed during the visit. Everyone involved should have clear instructions related to supervision and communication on the day.
Key points to note from the guidance
Plan ahead & identify hazards: research the city, anticipate risks like heavy traffic and crowded spaces, and prepare accordingly.
Manage group movement: split large groups to prevent separation, especially in busy areas and transport hubs.
Safety & communication: use ID methods like matching clothing and ensure everyone has emergency contacts. A WhatsApp group may help.
Considerate Itinerary: plan safe, accessible routes, avoid high-risk events, and identify suitable rest stops.
Personal security awareness: stay vigilant against theft, secure valuables, and be prepared for emergencies, including security threats.
